Duale

Aden Bare Duale is a Kenyan politician who is currently serving as the Cabinet Secretary for Defence in the Kenya Kwanza government. He is the former Member of the National Assembly for Garissa Township Constituency. Duale served as the Majority Leader of the National Assembly under the Jubilee Party in the 11th Parliament from 2013 to 2017 and in the 12th Parliament from 2017 to 2020, when he was ousted for perceived disloyalty to former President Uhuru Kenyatta, the Jubilee Party leader. He was elected first in 2007 under the Orange Democratic Movement (ODM), but left the party in 2009, teaming up with Ruto to form the United Republican Party.

Early Life and Education

Hon. Aden Duale was born in 1965 in rural Garissa in the North Eastern Region of Kenya. He received his basic education in Garissa. Duale received his Certificate of Primary Education (CPE) from Garissa Primary School in 1981. He then enrolled in Garissa High School where he received his Kenya Certificate of Secondary Education (KCSE) in 1985, and later joined Moi Forces Academy for his Kenya Advanced Certificate of Secondary Education (KACSE), which he completed in 1987. He enrolled in Moi University for his undergraduate studies in education before transferring to Jomo Kenyatta University of Agriculture & Technology for his master’s degree in business administration (MBA).

Career

Aden Duale is a politician and established business man. In 1992, Duale began his teaching career as a graduate teacher at Sankuri Secondary School. He did, however, leave after two months and thereafter worked for six months as a clerical officer at the office of the provincial commissioner in Garissa. After that, he worked for their family business until becoming a director for Kenya Broadcasting Cooperation from 1999 to 2003. He is the Livestock Marketing Society of Kenya’s co-founder and CEO.

Since the 2007 legislative elections, Aden has represented the Garissa township constituency, formerly Dujis Constituency, in Kenya’s National Assembly. He was first elected as a member of the Orange Democratic Movement, but switched parties for the 2013 elections and was re-elected as a member of the United Republican Party.

Duale was elected to his fourth consecutive term in parliament after receiving 9,905 votes on a UDA ticket against his nearest challenger Abdi Nasir Dolal of ODM, who received 5,972.

Duale also served as Assistant Minister in Kibaki’s Ministry of Livestock Development. He has also served on different house committees in both the 11th and 12th parliament.

Duale has sponsored various bills in parliament including; The Public Procurement and Asset Disposal Bill, 2014, The Public Service (Values and Principles) Bill, 2014, The Persons Deprived of Liberty Bill, 2014, The Environmental Management and Co-ordination (Amendment) Bill, 2014, The Statute Law Miscellaneous Bill, 2014, The Transfer of Prisoners Bill, 2014, The Fisheries Management and Development Bill, 2014, The Public Finance Management (Amendment) Bill, 2014, The Insolvency Bill, 2014 and The Mining Bill, 2014.

Duale is currently nominated as the Cabinet Secretary for Defence by President William Ruto. He is responsible for National Defence Policy and Management, Protection of the Republic’s Sovereignty and Territorial Integrity, Support to Civil Authorities in Situations of Emergency and Disaster, Defence Intelligence, Co-ordination and Regulation of Space Related Activities in the Country, and Implementation of the Kenya Space Policy and any Related Programmes if he passes vetting.

Family

Aden Duale is married to retired General Mahmoud Mohammed’s daughter. Duale revealed that they have five sons together. His eldest son is in university while the youngest is in kindergarten.
